MMC Companies Chosen for £1.2billion Modular Homes Framework

A range of companies have been chosen to build thousands of homes across the UK using modern methods of construction (MMC). The project is part of a £1.2 billion modular homes framework, the Modern Methods of Construction of New Homes (NH3) Framework, which is being delivered by not-for-profit public sector construction framework provider London Housing Consortium Procurement Group (LHC).

The NH3 framework replaces the previous NH2 framework and will run until May 2027. It has been designed to assist in the delivery of homes required to fulfil housing needs across England, Wales and Scotland. It will be delivered through LHC London and South East (LSE), the Welsh Procurement Alliance (WPA), the Consortium Procurement Construction (CPC), the South West Procurement Alliance (SWPA) and the Scottish Procurement Alliance (SPA).

The new framework was developed through extensive engagement with manufacturers and housing contractors. It allows for a range of MMC projects, including low, medium and high-rise housing, specialist accommodation such as care homes, temporary accommodation, groundworks for offsite projects, enhanced energy performance and net zero carbon projects, adaptive pods and ‘room in the roof’ projects.

The aim is to build on the success of the previous NH2 framework, which, so far, has enabled offsite home projects worth £93.5 million. The new project will adopt MMC and offsite construction techniques to produce modern, low-carbon and energy-efficient homes for communities across Britain.

Head of Technical Procurement at LHC, Dean Fazackerley, has stated that:

“NH3 has been developed to be a market-leading framework providing a wide range of systems and project delivery models to give public sector organisations the flexibility to deliver MMC projects the way they want. With the range of manufacturers and contractors appointed to this framework, NH3 provides an excellent choice for clients to access a range of MMC solutions and providers and is built to facilitate greater collaboration between suppliers and the public sector.”

According to Fazackerley, NH3 will allow LHC to ‘support the public sector to increase the use of MMC and deliver low and net-zero carbon homes with high levels of pre-manufactured value’. Some of LHC’s guiding principles are to increase public sector access to local and regional supply chains, drive economic uplift to regional areas and encourage SME involvement, and NH3 helps to fulfil these.

There are four workstreams covered by NH3, which embrace the full range of MMC categories. These are:

  • Workstream 1: Three-dimensional (3D) modular systems – category 1

  • Workstream 2: Two-dimensional (2D) panellised systems – category 2

  • Workstream 3: Main contractors delivering MMC solutions – all categories

  • Workstream 4: Groundworks and site preparation for MMC housing projects
